There are two Central Sector financial assistance Schemes related to Coal Controller Organisation: i) Conservation and Safety in Coal Mines and ii) Development of Transport Infrastructure in Coalfields. As per Rule 12C of the Colliery Control (Amendment) Rules, 2021, for the purpose of determining the procedure for the disbursement of sums of the credit of the Coal Mines Conservation and Development Account, the Central Government may constitute an Advisory Committee, to be called the ―Coal Conservation and Development Advisory Committee to advise the Government

The advisory Committee

  • Advise the Central Government regarding the formulation and implementation of a national policy in relation to the conservation, development and scientific utilization of the coal reserves of the country.
  • Recommend measures which should be taken for—(i) ensuring the conservation of the coal resources, (ii) undertaking the development of the coal mines in a scientific manner, (iii) undertaking research in relation to conservation of coal, development of coal mines and utilisation of coal, (iv) undertaking formulation and implementation of national policy on Mine Closure Plan of Coal (including Lignite) mines; and (v) better utilisation of coal
  • Advise the Central Government on the disbursement of funds under financial assistance scheme to the owners, agents or managers of coal mines.
  • Advise the Central Government on the manner in which and the condition, subject to which financial assistance shall be granted.
  • Advise the Central Government regarding the procedure that should be adopted for carrying out examination, inquiries and inspection in order to ascertain whether the financial assistance is being or has been utilised for the purpose for which it was sanctioned, as also to ascertain whether the provision made thereunder are being complied with.

As per Rule 12C of Colliery Control (Amendment) Rules, 2021, the CCDAC shall consists of the following members namely, 

  • Additional Secretary (Coal), MOC - Chairman
  • Financial Advisor & Joint Secretary, MOC
  • Advisor (Projects), MOC
  • DG, DGMS
  • Sr. Adviser (Energy), NITI Aayog
  • CMD (BCCL)
  • CMD (ECL)
  • CMD (CMPDIL)
  • Director (Tech), CIL
  • Director (Tech) (P&P), SCCL
  • Director, CIMFR
  • Coal Controller, Member Secretary
  • Two representatives of private or captive coal producing organisations to be nominated by the Central Government

Submission of Proposals and Claims: The coal companies submit their proposals for Protective works, Scientific Development Works & Road/Rail Infrastructures are to be submitted to CCO by Feb/March and revised proposals by October every year. After every quarter, claims pertaining to PW / ST / R&D/Road/Rail Infrastructure works are to be submitted to CCO within a month of completion of every quarter. The coal companies submit their applications and claims against approved projects for reimbursement from CCDA scheme which are scrutinized at CCO and are placed to CCDA Sub-Committee for recommendation to CCDA Committee.

The CCDA Committee meets twice in a year for approving the new applications and claims of coal companies and accordingly funds are disbursed.
